Understanding Singapore's COMPASS Assessment Framework

To further refine the criteria for foreign professionals, Singapore's Ministry of Manpower (MOM) introduced the Complementarity Assessment Framework (COMPASS) for new Employment Pass applications from September 1, 2023. Under the current COMPASS framework, the assessment comprises four foundational criteria (C1-C4) and two bonus criteria (C5-C6). In general, applicants must obtain at least 40 points.

1.C1 Salary — Maximum 20 points
The applicant's fixed monthly salary is assessed against the salary benchmarks for local Professionals, Managers, Executives and Technicians (PMETs) in the same sector and age group. A salary at or above the 90th percentile receives 20 points; a salary at or above the 65th percentile but below the 90th percentile receives 10 points; a salary below the 65th percentile receives no points.
2.C2 Qualifications — Maximum 20 points
Points are awarded based on the applicant's qualifications or eligible professional credentials. Qualifications from top institutions recognised under the MOM framework may receive 20 points; an eligible bachelor's degree or equivalent qualification or professional credential may receive 10 points; qualifications that do not meet the relevant requirements receive no points.
3.C3 Diversity — Maximum 20 points
This criterion assesses the proportion of PMET employees in the company who share the applicant's nationality. A share below 5% receives 20 points; a share of 5% to below 25% receives 10 points; a share of 25% or above receives no points. For companies with fewer than 25 PMET employees, the criterion is assigned 10 points by default.
4.C4 Support for Local Employment — Maximum 20 points
This criterion assesses the company's proportion of local PMET employees against its industry. A share at or above the 50th percentile receives 20 points; a share at or above the 20th percentile but below the 50th percentile receives 10 points; a share below the 20th percentile receives no points. For companies with fewer than 25 PMET employees, the criterion is assigned 10 points by default.
5.C5 Skills Bonus — Maximum 20 points
Applicants working in occupations listed on Singapore's Shortage Occupation List (SOL) may receive additional points. Applicants who meet the relevant requirements and the prescribed nationality-share threshold may receive 20 points; otherwise, 10 points are awarded.
6.C6 Strategic Economic Priorities — Maximum 10 points
Companies participating in eligible government-supported programmes may receive an additional 10 points.
